Head of Odessa Regional State Administration Mikhail Saakashvili accused the Prime Minister of Ukraine Arseniy Yatsenyuk in the fact that he provokes a new wave of corruption under the guise of reforms. This Saakashvili wrote on his Facebook page.
«A new wave of corruption under the guise of reform. Once again, the State Fiscal Service is trying to implement pseudo-reform instead establishing fair rules of the game, which further aggravates the state of business. Ignoring expectations of importers to the fair prices of customs clearance, the Prime Minister signed a decree №724, according to which now all goods started to get customs clearance not at the actual (according to the Customs Code), but at a predetermined by the SFS, price. Today, customs clearance is paralyzed», — he wrote.
According to Saakashvili, the new document signed by Yatsenyuk, allows customs officers to determine the price of imported goods themselves.
«But the problem was that the prices of customs clearance are fundamentally different in regions. We have stated that goods should be made out at the price of the contract, as well as in all developed countries. But if this price is not available, then the WTO can use the so-called back-up method. This method was the manipulation lever at customs when the customs officer may personally bargain with the importer on an acceptable price. We insisted on the determination of price on a reserve method cannot differ between regions in 5 times and offered the tested by an international community approach. And they want to solve this problem by simply having adjusted all items one size fits all!»- explained Saakashvili.
